Hi. I am switching out my 18 inch JCW wheels with runflats for 17 inch webspokes with non-runflats. Do I have to have adjustments made to steering stops, camber, or anything else when changing wheel diameters down?

You need make no special changes when changing any MINI OEM wheels up or downsize. Assuming your suspension is stock.
You do need to keep the outer tire diameter to fairly close to the stock 24.3" otherwise your clearance gets a bit too close.
When using aftermarket rims the wheel offset is important and the width and tire height is important.
If you lower your MINI there can be even less clearance.
