how easy would it be to...

paint my 15" Holies myself? i want to tape off the rims and paint the centers black. these are just my winter rims but i just want to add a little flair to them for the upcoming winter where they will be getting a new set of snow tires. any suggested products or methods i should use?
any info is greatly appreciated thanks in advance folks.

what grit sandpaper should i use? i want a basic job not looking for professional quality, just decent. should i dry or wet sand? should i sand again after the 1st layer of black dries before i start with the clear coat?
