"REINF" Tires?

OK now I'm finding some of the tires are tagged "REINF". I am assuming that this means reinforced sidewall. If this is the case would they not be better for some of the low profiles that are being used in a non runflat situation.
Would they not be a little firmer in the corners and offer more rim protection.
I'm not too sure if I'm correct in this. Tire Experts needed here!
