Rear brakes grabbing sections of rotor?

My LH rear wheel was making this washing machine noise while driving @ all speeds. So I took off and inspected the rotor.

I turn the rotor round and round and about 30% of the rotor gets stuck while spinning between the caliper so I suspect thats where the sound is coming from. My hand brake is off. There doesn't seem to be be warp on the rotor, i used a straight edge.

What else could be wrong?

hmm people have issues with not 'snapping' the pads onto the piston...maybe they came off because theyre kind of low?

Id pop em out and take a look... maybe recompress the caliper piston all the way back

the whole 30% rubbing with true disks sounds really odd... check the wheel bearings and all that too

Ditto on what iwashmycar says and also check the Ebrake is releasing at the caliper, that's been an issue for more then a few.

My guess would be the e brake is not releasing all the way. It could be a combination of the e brake & a warped rotor, but it is uncommon to warp a rear rotor. Although I have seen it happen when one comes off the track & parks with the e brake on.

I figured out the problem, its due to hot spots. It happens when your rotors are hot and you leave the ebrake on during park and brake pad "melts" onto the rotor creating non uniform surface.

Now the question is how to remove hot spots?
