How badly does cheap Tires affect your Launching?

What brand of tires are you talking about, something like LingLong? Cheap tires are generally hard and have lower traction which hurts 0-60 times.
Generally, if you are interested in launch, get a tire in the extreme category because they are the most sticky. Something like Dunlop Z1 Star Spec, Bridgestone RE11 etc.

Ok so generally, a poor tire affects your launching which in effect affects your 0-60/ 1/4 mile time.
So whats the best recommended tire for a mini cooper s in terms of everyday driving and good grip for when racing?

You really need to answer a few questions first before you decide what you want for a tire.
1 is were do you live, do you get any snow or a lot of rain? You said everyday tire? so i am assuming you are not going to swap tires. Drag racing can be very hard on any tire, and no matter what you buy you are going to burn them up and heat cycle them alot, so they are going to get hard and wear out quick. Just my Opinion, here you may want to save up some cash and buy a set of drag tires if that is how you are going to run your car, The Khumo XS are good for some everyday driving and track use, but again you are going to burn them up quick, and they are useless in the snow and once it gets below 40 degrees.
You may want to speak with Alex at Tirerack he can give you alot more options and advise.

Best tires are softer like Extreme summer tires but these are very fast wearing lasting about 12,000 to 14,000 miles and they are not good for cold weather.
See what your budget is and give Alex@tirerack.com an email.
Example- Dunlop Direzza Z1 Star Spec 200 treadwear
215/40-17 $110 each, fits stock rims but is a little shorter in tire diam.
