For the MINI with 15x8.5 rims I think the tire size is about 195/50-15 like these:
Tire diam. 22.7"
Yokohama S.Drive tires can be used for tire stretch, but watch the tire diameter as many are way less than OEM 24.3". Load rating tends to be very low compared to OEM 84.
For a 16x8" rim you can make it fit but wheel offset is key.
For the Klutch wheel you mentioned-
SL1 16x8.0 et15 4x100
Compared to OEM 16" wheel the SL1 will stick out about 38mm or 1.5" more, if you use lots of rear or front negative camber you can tuck the tire inside the wheel arch or near to it but I think you will be OK as long as you have stretched tires which make the top of the tire narrow. To get more front negative camber use adjustable front camber plates, Ireland Eng plates are good. For rear negative camber use adjustable lower rear control arms, email Way at Waymotorworks.com if needed for advice or parts.
As for tires you can use on 16x8" rims-
195/40-16 perfect fit for 7" rim, 80 load rating, 22.1" tire diam. Very low load rating and very small tire, risk of scraping road debris/ speed bumps, one person in car OK.
Or 195/45-16, perfect fit for 6.5" rim, 84 load rating, 22.8" tire diam. (OK for MINI on street but 1.5" lower tire diameter, Ok with lowered suspension/coilovers.)
Or 205/45-16 perfect fit for 7" rim, 87 load rating, 23.1" tire diam. OK for MINI on street.

minihune you are just the guy i needed to talk to. thanks for the info ive been trying to find my answer for the past 2 weeks. i never knew anytihng about the load rating on tires. can you please explain more about that? also ive desided to use a 16x8 wheel with a 20 offset. do you think its a bad idea to get those if my car is lowered 1.3 inch? can a 215 45 16 tire fit? or a can 215 50 16 tire fit? i want to put a xxx 50 16 tire to help the ride a bit.

For load rating, you want a tire you can use on the street with a full MINI whether passengers or cargo. It doesn't mean you would carry that weight exactly but your tires have to be able to take the stress and hold up when going over bumps and driveways.
For MINI OEM tire sizes load ratings are from 84 to 88 ish. 84 is a good target, you can always use a tire with a higher number but don't go much less than 82 to be safe. If you always drive by yourself then 82 is fine.
For a 16x8" rim with et 20mm compared to OEM it will stick out 33mm or 1.3" more which is a bit of a poke. Using a narrow tire will help to make it look a little better.
For tire size using 16x8" rim-
215/45-16 fits 7" rim perfect, 23.6" tire diameter, 86 load rating, really not much stretch for this size
215/50-16 fits 7" rim perfect, 24.5" tire diameter, 90 load rating, a little stretch
When using tires that are 215mm wide, they are built to accept rims up to 8" and do fine. To stretch a tire you need a narrow size like 195mm wide.
Another size to consider if you want 50 series sidewall is-
195/50-16 fits rims 5.5-7", perfect for 6" rim, 23.7" tire diameter, 84 load rating. This would be a good size for the MINI.
Some tires that come in that size-
Falken ZE-912 Summer All Season tire
Also possible is Nitto Neogen (both fit rims from 6.5-7.5" wide)
205/45-16 tire diam. 23.35", 87 load rated
205/50-16 tire diam. 24.02", 91 load rated, slight stretch and will work fine for MINI
When doing tire stretch there are some brands and models that are more forgiving. Any tire shop that does them a lot will know what works best for the width rim you want.
Some stretch tire examples-
Falken 512
Falken 452
Dunlop DZ 101
Dunlop SP9000
Toyo T1R
Toyo Proxes 4
Yokohama S.Drive
Note that when you mount a tire stretched it was never designed to be used like that, so don't expect them to hold up when going over bumps and potholes. Damage to the sidewalls can happen so you should regularly check them.

2. Yes. May be a little tight with that much drop. Tire diameter is a little more than OEM.
3. Yes, certainly.
