Strange noise from front right wheel when going slow or turning left

Hi everyone! I have a 2010 Mini Cooper S. I recently had all its guts ripped out to replace the timing chain and all that lovely stuff and now I've noticed a new noise.

When I'm traveling at low speed (1-15mph), I can hear a strange sound coming only from the front, right wheel. It also happens when I turn left, but not right. I've seen other threads where they describe a sound, but they say it's a clicking or clunking and usually at higher speeds. They only way I can describe this is that it sounds like when a large propeller (like on a plane) slows down and it makes that whirring sound. It tracks with speed as well (15mph higher whirring rate, 1mph slow whirring rate). At higher speeds, the sounds goes away. I thought it was my brakes or something, but the mechanic said they were fine.

Anyone have any ideas what it could be??
