"STEERING ANGLE STOPPER" for 18" rims??

hey guys ive been told i would need a "STEERING ANGLE STOPPER" to make 18" rims fit on a mini. (i'm looking to get the R95 JCW rims)

anyone know what this is/ how it works/ where it goes???

Had 18s and they were fine without the above mentioned thing, have 19s now. I have a magic bean if you want to buy it cheap. Just kidding.
